Breaking Barriers:  A Holistic Educational Framework for Black Student Success


The Indiana Council on Educating Students of Color (ICESC) has developed a comprehensive 5-year plan, "Breaking Barriers: A Holistic Educational Framework for Black Student Success," to address systemic inequities in education for Black students in Indianapolis. The framework emphasizes educational equity, cultural relevance, trauma-informed care, alternative school pathways, and foundational funding. Key action steps include addressing over-representation in special education, integrating culturally responsive curricula, providing mental health resources, supporting Black educators, and creating alternative learning opportunities. The plan also calls for formal recognition of historical injustices, community partnerships, and sustainable funding strategies to ensure long-term impact. ​ By uniting stakeholders, ICESC aims to eliminate systemic barriers, improve literacy outcomes, and empower Black students and their families for generational success. ​
